The Saber isn't really comparable to the Mattock though. The Mattock fires as fast as you can pull the trigger, while the Saber has a clearly defined and kinda slow firing rate.

And obviously there is a huge damage per bullet difference. The Saber is a precision weapon. If you aren't getting headshots with it, you are wasting your time. At least on the higher difficulties.
