Spore how do you use crop circles

I've tried memory erasing all of the scared creatures in an attempt to get EVERYONE standing around it with the green note thinking something would happen there. I tried it on a space faring empire's city. This happened about the same. I watched for a few minutes, then out of nowhere they started firing at me. I left the planet and checked their relationship score. I now had, "Scared our citizens" as a negative hit. Anybody remember when we were supposed to be able to make non-space faring sentient beings worship us like gods?

It seems like the crop circles were supposed to help with that. Notice how the guys with the green? I guess the "worship us" thing was taken out without taking the crop circles out. Crop Circles don't really do anything in particular. They cause tribe members or citizens in a city to all collect around it, which can be useful for abducting or eradicating them.
